Simulation: 2019 Campaign Finances with 2E Regulations

 The table below charts the way the new campaign finance reforms passed by 71% of the Denver voters would impact the current fundraising for the May, 2019 municipal elections.  The new regulations -- banning corporate contributions, lowering contribution limits, and giving matching funds on a 9-to-1 basis on contributions up to $50 for candidates who only accept contributions from individuals and opt in for still lower limits -- go into effect on January 1, 2020.  This model takes the actual funds raised in 2019 and filters it through the new regulations for 2020.

Candidates for Mayor need 250 contributions of $5 or more from Denver residents to qualify for matching funds, and all other candidates need 100 contributions of $5 or more from Denver residents.  The "# of Donations" column is the number of qualifying contributions from Denver residents.


Candidates with a positive "Difference" are gaining money by focusing on local, small-dollar donors.  Candidates with a negative "Difference" are losing money from 2019 that would not be allowed starting in 2020 because it is either corporate money or they have donations that exceed the new limits.  When the matching funds become real in the next cycle instead of theortical in this model, candidates opting in for matching funds will try much harder to reach the threshold of qualifying contributions.
